Assembly Speaker Kiran Kumar Reddy on Friday issued a set of guidelines to all members during the zero hour.
The Speaker issued the rules and regulations to MLAs in the light of the frequent interruptions the House was subjected to by members who did not know the rule book which led to wastage of precious time of the House.
According to the guidelines, a member who wants to raise an issue in the Assembly, should take the prior permission of the Speaker. The member can raise the issue only after taking the Speaker's permission only. Otherwise the member cannot press for discussion on the issue in the House.
The member can speak on an issue for three minutes and other members cannot raise the same issue or support the issue.
The Speaker appealed to the members to strictly follow the guidelines and help in the smooth functioning of the House.
