Balakrishna Low Budget Talk?

Until some days ago, the CM Chandrababu Naidu would boast of that he would shift Telugu film industry from Hyderabad to AP providing all necessary infrastructure and other facilities. 

And for the past few days, no such words are being heard from Naidu. The other day, Natasimham Nandamuri Balakrishna inaugurated Film, TV, Theatre Development Corporation Office in Vijayawada. 

Balakrishna made it clear that the industry wouldn't get shifted from Hyderabad all of a sudden. He assured that the government would encourage the shoots of low budget films and TV serials. 

Why should only low budget films and why not big budgeted films are encouraged? The AP government gets its status depreciated making such announcements. In fact, AP has full of resources available for movie shoots in areas like Vizag, Konaseema etc. The government needs to develop those areas so that all big filmmakers would show interest working in those places.
