The period-action drama follows a rookie cop torn between his uniform and the people's movement against oppression. With Soori in the lead role and Vijay Sethupathi making a cameo appearance in the first part, the sequel is expected to explore the backstory of Vijay Sethupathi's character. New cast members include Manju Warrier, Kishore, Samuthirakani, and others.
Vetrimaaran has not only directed but also written the screenplay alongside writer Jeyamohan. The film is backed by Grass Root Film Company and RS Infotainment, with Ilaiyaraaja composing the music.
