Governor ESL Narsimhan on Monday stated that the challenges confronting the state are becoming increasingly complex and needs swift and decisive response.
Addressing the Passing Out Parade of 62nd Batch of IPS Probationers at the Sardar Patel National Police Academy on Monday, Mr Narasimhan pointed out that the role of a policeman has shifted from being a mere lathi-wielding kakhi-clad individual to that of pillar of support.
The Governor added that the policeman has to be adept at community policing and has a responsibility to galvanize the community into becoming proactive.
He pointed out to the probationers that the passing out parade is a testimony to the fact that they were henceforth fully equipped to face any professional challenge.
Mr Narasimhan reminded them that courage, honour and above all exemplary qualities of leadership are to be expected from them and cautioned them that there would be many testing times ahead. He exhorted them to display true grit and courage under fire, saying that this was the real test of one’s character.
The Governor told the probationers that at the end of the day the satisfying moments are those when they have lived up to the trust reposed in them to act fairly and fearlessly.
Stating that the quality of Citizens life in a society is directly related to the quality of policing, he said that the ethos of police organizations is to be transformational from Enforcement to Enablement.
Referring to the Cyber crime, he said that the Internet and e-commerce have arrived in a big way in our financial system but brought along with it the attendant crimes of copyright infringement, hacking of networks, pornography and other cyber related crimes.
As many as 119 IPS probationers have passed out, including 15 women officers, Four Royal Bhutan Police officers and three Maldives police officers. The Jammu & Kashmir cadre probationer Manavjit Singh Dhillon was adjudged the best officer trainee.
Director of National Police Academy Rajiv Kumar Mathur said the academy has inculcating highest standards of professional conduct, integrity and rectitude, and sensitivity to the needs and aspirations of the people.
At the instance of Union Home Minister P Chidambaram, the Academy has started conducting tactics courses for police officers by establishing the Special Tactical Wing, he pointed out.
So far 20 such courses inclusive course for CRPF officers have been conducted and 709 police officers including IPS officers have attended the course.
An additional 400 acres of land is in the process of being procured for training in tactics. The academy is also acquiring state-of-the art equipment for Special Tactics Wing.
