Special Status Possible Only with Congress?

Is the dream of AP's special status possible with the Congress Party only? According to the party's activists and a few political analysts special status would be possible only with the Congress Party with some significant reasons.

Since the ruling BJP at the center declined special status demand of AP's people and announced special package, it has been crystal clear that the BJP is reluctant to declare the much need special category status to the AP. 

On the other hand, the ruling TDP has become jubilant with the special package announced by the BJP, anticipating the benefits for the party's MPs, MLAs and other leaders with the package. At this juncture, there seems only one political party which appears a ray of hope for AP state achieving special status. If at all the ruling BJP at center and TDP in the state are replaced by the Congress led governments in 2019, special status would be possible for AP. It is a known news that the Congress Party promised that it would declare special status after state's bifurcation. But then, the party was defeated in 2014's elections miserably. 

In the meanwhile, the AP state's Congress Party appears to be strengthening by taking the demand to another level through its agitations. The party has decided to conduct a plebiscite on the best one between the special status and the special package, from 28th of this month. It remains to be seen how well the party moves further with special status demand.
