Agriculture Minister Prathipati Pulla Rao on Friday presented Rs 13,110.39 crore Agriculture Budget for the State of Andhra Pradesh for the year 2014-15. Of this, the plan outlay for agriculture and allied activities stands at Rs 6,736.44 crore and non-plan expenditure at Rs 6,373.95 crore.&nbsp;
Presenting the budget in the AP State Legislative Assembly, Pulla Rao said that the budget was aimed at making agriculture a profitable and sustainable vocation. He said that Andhra Pradesh is considered as the &ldquo;rice bowl of India&rdquo; and that 62% of its farmers are dependent on agriculture in the state. He said that Andhra Pradesh has inherited the crisis-ridden agriculture sector from the previous government.
Stating that the government has taken a brave step by going ahead with the loan waiver for farmers despite starting off with a revenue deficit, the minister said that Rs 5,000 crore has be allocated for agriculture crop loan waiver. "The state government is partnering with ICRISAT and other institutions for soil health management through Bhuchetna programme. &nbsp;Under National Mission on Sustainable Agriculture (NMSA), soil mapping and testing will be taken up in every village of AP to bring down input costs of farmers and increase agriculture productivity," the minister informed the House. For this, the state government will use advanced technologies like remote sensing, GIS and GPS-simulation models for optimum use of fertilizers.
A budget of Rs 212 crore has been allocated for 2014-15 for popularizing better seed varieties and supply of certified seeds on subsidy to farmers. &nbsp;In order to modernize agriculture by using best machinery and for setting up different agri-related service centres, the government has allocated Rs 90 crore.
The government has also decided that crop loan interest for loan between Rs.1 lakh- Rs.3 lakh would be 0.25 paise (Pavala Vaddi) if repaid in time and will be continued. Taking a step further, the government has said farmers can avail interest-free loans for crop loans below Rs 1 lakh.
The government&rsquo;s flagship Polam Pilustondi scheme, will reach nearly 7.6 million farmers, the minister informed. To improve livelihoods of farmers, the state government will replace Aadharsha Rythus will be by qualified Multi-purpose Extension Officers (MPEOs) to improve productivity in agriculture.
Under Rajiv Krishi Vikas Yojana (RKVY), an additional central assistance during 2014-15, an interim allocation of Rs 237 crore has been made to agriculture and allied sectors. The state government has allocated Rs 192.92 crore for Acharya NG Ranga Agricultural University.
The government, Pulla Rao informed, is committed to improve micro-irrigation with a total outlay of Rs 348.33 crore. While Horticulture University got an outlay of Rs 30.61 crore for 2014-15, the State Government&rsquo;s boost for Sericulture stands at Rs 122.92 crore. The budget for Veterinary University at Tirupati is Rs 112.80 crore.
The total expenditure allocated for animal husbandary department for 2014-15 is Rs 723.32 crore (non-plan expenditure stands at Rs 527.32 crore and Plan outlay at Rs 196 crore). The budget allocated for fisheries is Rs 60.07 crore.
The State Government has allocated Rs 3,188 crore for power subsidy to farmers for the year 2014-15. &nbsp;It is proposed that every year 10,000 new solar pump sets will be installed in a phased manner in the next five years. In the state government&rsquo;s efforts to link MGREGA to agriculture, Rs 1,386.30 crore has been allocated for agriculture and allied activities under MGNREGA.
The minister said that the government&rsquo;s focus would be to integrate all the lines of departments of agriculture, animal husbandry, irrigation, horticulture, sericulture, fisheries, marketing and rural development etc, for raising farmers&rsquo; income and increasing the share of primary sector in GSDP.

Sobhan did full justice to all the departments he handled.Pradeep Maddali highlighted how people of Godavari districts take rooster fights as a prestige issue and how few anti social elements take advantage of the gambling. He ensured that the narration doesnot turn into completely serious tone but told in a entertaining manner.The webseries has six episodes and the first episode starts with the introduction of lead actors and the missing of the rooster. The nnarration takes entertaining route with the investigation. All the investigation, scene recreation and others have been written in a funny manner.However, some scenes got repeated and this slowed the pace of the narration, diluting the tempo. Some scenes looked forced and some are not brought to the logical conclusion. One gets a feeling that there could have been few thrillinng scenes while revealing the antagonist. While the first two episodes are hilarious and is narrated at a fast pace, the third episode slows the proceedings.Fourth episode turns the story interesting before the &nbsp;runup to the climax.The music of Saket Komanduri is pleasant ad appealing. He tried to make up for it with hilarious scene in the police station during the preclimax. The entire first half is dragged with the love scenes featuring the lead pairs. The interval twist sets the tone for the second half. The pace picks up in the second half but the so called twists can be easily predicted.The music for the film is tuned by Ilayaraja. The songs looked like serial songs and offered nothing new. and the background music turned out to be a huge disappointment. One cannot believe that Ilayaraja scored the music for the film. The cinematography of Arvind Kannabiran is good. He showed the scenes in a realistic manner adding aesthetic elements. Many such films came earlier but Subhash K Raj narrated it in a different manner trying to send message to the society.He showed father training his daughter to be brave and not to tolerate any injustice not only to the family but others in the society despite mother expressing her own fears. He also highlighted the importance of martial arts and how it will be helpful as a self defence system.He started the narration in &nbsp;a gripping manner and then the narration and screenplay turns racy throughout the first half. The first half ends in a decent manner setting the stage for the second half. The second half also treads in a similar manner but pace dips at times and due to few repetitive and dragged scenes. The climax too turns out to be weak.Arun Radhakrishnan's cinematography is good. He used the camera angles and color combinations to perfection do give a natural and realistic feel. Ravi Basrur's background music is impactful and added value to the narration. The editing of Pradeep E Ragav is decent enough except for few drags here and there and repetitive scenes. Many films came earlier with similar concept and Veeru Vulavala tried to generate humour and entertain movie lovers with this story highlighting the frustration of the husbands. The entire first half is loaded with the fights between husband and wife and the happenings between the friends and court scenes. All those things are routine and few hilarious scenes are just ok though they are nothing new.The first half ends with the revelation of the secrets of the protagonists and the entire second half is all about them proving their innocence. The director failed to connect the emotional chords and failed to establish how a small incidents lead to divorce. Few emotions are ok but the super heroes fights looked silly and didnot workout. He tried to load the second half with intense emotions but failed to do full justice to them.He ended few roles abruptly and didnot justify few characters in the film. Climax twist is decent &nbsp;to some extent.Satish Muthyala's cinematography is good. Shrawan Bharadwaj's music is just ok and so is the background music. Editing of Koti left a lot to be desired. There are many unnecessary scenes that impacted the final output. He tried to send the message to the society with this emotional love story that disability shouldn't be an obstacle in the success and one shouldn't stop progressing brooding over the past happenings.The first half starts with the introduction of various characters and the blossoming of love between the lead pair before the interval twist. But the routine shades and slow pace ended up testing the patience of the viewers. The entire second half is loaded with emotional content. The twist in the pre climax is good and the climax turns out to be emotional.There are many unnecessary scenes that defies logic and also the conflict is not shown in &nbsp;a convincing manner. The relationship and connection to four kids and the granny is not shown properly.Aravind Thirukovela with his cinematography turned the scenes colorful and visually appealing on the screen. Sooraj S Kurup's songs are just average. He however made up for it with his background music adding value to the narration. Ram Jagadeesh's dialogues are relevant, interesting and motivational. Editing of Raviteja Giriala left a lot to be desired. Though the film's duration is less, the editing made it feel like the film is never ending. He continues from where he left in Drishyam 2 and the narration progresses in the same vein. He starts the narration in an interesting manner increasing the curiosity levels highlighting the fears of the protagonist in the wake of the recent developments which got him unwanted media attention.He also showed the emotional situation and trauma of the female cop who experiences shock of her son's death and how to deal ith them. He slowly corelates both the incidents and developments and showed the media trail and social media impact on the protagonist's family. He concentrated on the happenings in Varun's life and tried to surprise viewers.Though Jeethu Joseph tried to highlight the emotional complications and implications and also worked hard to maintain the thrill factor, viewers who watched the first two parts, feel everything is stretched and they could easily guess the next scenes and proceedings. They feel that Jeethu Joseph stretched the narration and the so called thrill factor to a point of no return. The slow pace in the first half tests the patience of the viewers. It is only during the runup to the interval block some sense of urgency is shown and few scenes increase the thrill factor.People expect a more interesting and intriguing second half. However the familiarity of the behavior of the characters robbed viewers of the novel feeling. Everything turns predictable be it the investigation sequences, emotional scenes and the pattern in unraveling the suspense. To the top of it, when viewers expect a shocking climax, the simple climax turns out to be a major disappointment. The way protagonist comes with silly ideas turns out to be a huge disappointment. The Telugu dubbing turned out to be the worst.The editing of Vinayak VS could have been far better. There are many scenes that slowed the pace of the narration. The cinematography of Satheesh Kurup is in sync with the story. He used the camera angles and color combinations to give realistic and natural feel to the proceedings.The music of Anil Johnson is ok and his background score elevated the scenes.
