Finance Minister Etala Rajender on Monday assured that Telangana Legislative Assembly that the State Government would provide jobs to one lakh people after the completion of allocation of the employees as per the Andhra Pradesh State Reorganisation Act.
The Finance Minister gave this statement in the House on a notice given by BJP floor leader Dr K Lakshman under Rule 344 on 'measures taken to solve unemployment problem by filling up the vacant posts in government and quasi government organisations'. "The division of employees of united AP between the State of Telangana and Andhra Pradesh is still in the process. The State Advisory Committee under the chairmanship of K Kamalanathan appointed by Government of India is presently exercising itself on the subject. Pending final allocation, Government of India have ordered 415,931 number of employees to serve the Government of Telangana. AS part of this process, 107,744 vacancies have also been shown against the State of Telangana," he said.
However, the minister said that this was only a preliminary indication as the final number of vacancies may change depending on the final allocation of the employees as per the existence of posts and options given by the employees. With regard to filling up of vacancies in quasi government organisation, 89 companies/corporations are included in the 9th schedule to the AP Reorganisation Act, 2014. Allocation of the employees and vacancies in these institutions between two successor states is pending, he said.
Etala said that orders have been issued on September 17 itself according permission to make temporary or ad-hoc appointments to the local, district, zonal and multi-zonal cadre posts, which fall entirely in the State of Telangana and which do not come under the purview of process of allocation of employees between the successor States. Based on the immediate manpower requirement in certain departments, recruitment to certain categories of posts is being permitted, he said.
The minister also informed that the process to constitute Telangana Public Service Commission has been initiated and a notification was also issued on August 8. He said appointment of Chairman, Members and sanction of other supporting staff for the TPSC is under examination.
"The government have taken a policy decision to regularise the services of the personnel working on contract basis in various government departments in Telangana State," he said adding that a committee has already been set up to formulate a scheme for the same. He said certain vacancies allocated to the Telangana would be filled up by regularising the services of contract personnel.
Replying to supplementary questions raised by members, Etala accused the then TDP Government of reducing jobs in the State by either closing or privatising the public sector companies like Nizam's Sugar Factory, Ramagundem Seed Factory and HMT among others. He also accused the Centre of deliberately delaying the process of division of employees so as to create problems for Telangana Government. He said that the Telangana Government was facing acute shortage of staff and on an average one IAS officer is handling five departments. He urged the unemployed youth and students not to get provoked by the opposition parties.
Participating in the debate, Dr Lakshman claimed that more than 11.68 unemployed youth in Telangana have been waiting to get proper jobs. He asked the government to disclose its plan to provide jobs to these unemployed youth in both private and public sector. He said despite the announcement of DSC 2008 results, recruitments were not done. Further, many students have spend Rs 50,000 - Rs 2 lakh in private coaching centres to prepare for Group-I and Group-II posts. But due to the delay in recruitment, several aspirants are on the verge of crossing the age limit.
The BJP MLA said that Telangana was formed due to the struggle of youth and students. However, the TRS Government was not showing any seriousness in providing them employment.
