Lok Satta Party national President Dr Jayaprakash Narayan on Saturday wholeheartedly welcomed Andhra Pradesh Chief Minister N Kiran Kumar Reddy&rsquo;s announcement of his intention to introduce a Public Services Delivery Bill in the Legislature.
In a media statement, Dr. JP, who represents Kukatpally in the Andhra Pradesh Legislative Assembly, said he had informed the Business Advisory Committee only a few days ago of his plan to introduce the Bill and sought the support of all parties to it.
It may be recalled that Dr. JP had observed a three-day Surajya fast in December 2012 seeking among other things enactment of a law to guarantee basic services to citizens as a matter of their right.
Dr. JP pointed out that citizens now have to put up with huge delays, harassment and corruption in getting basic public services from a host of Government departments. The citizens&rsquo; basic entitlements to name a few include birth, death, income, caste, disability and marriage certificates, water, electricity and sewerage connections, building plan permissions, voter cards, ration cards and copies of land records. He pointed out that revenue officials charged Rs.2000 to Rs.3000 per acre as speed money for issuing them a record of rights.
The law should guarantee delivery of basic services within a stipulated time frame and incorporate provisions for imposing a penalty on errant officials and compensating applicants for delays.
Dr. JP suggested that the Andhra Pradesh law can be modeled after the Public Services Bill before Parliament now. At the request of the Parliament&rsquo;s Standing Committee, the Lok Satta had drafted the Bill integrating the two Bills dealing with delivery of services in physical form and electronic services.
Dr. JP recalled that a number of States had already enacted laws guaranteeing citizens&rsquo; right to basic services. He is glad that the Andhra Pradesh Government has at long last started moving in the right direction.

But Nihas regained his composure and once he dealt with the main story, the narration turns interesting. But there are many scenes and characters that looked forced and out of sync to the story.While the first half after the initial confusion, turns interesting in the run up to the interval and brings an end setting to the exciting second half, the second half sinks even further. There are many unnecessary characters and the flat narration and uninspiring execution played the spoil sport. The flashback episodes undoes all the good intentions. However, in between, he loses steam, but still, the first half ends on a decent note, setting the tone for the second half.He continues in the same manner in the second half but adds a few more intense emotional elements. A couple of twists generate interest, surprising all. The twists come as a surprise in a rather predictable story, and the flat narration, especially in the second half. However, once the twists are unraveled, there is nothing much in the story to take it forward. The climax ends on an emotional note.GV. Prakash Kumar elevated the scenes with his background music. His background score added impact to the emotional scenes. His music and tunes for the songs already became the chartbusters. Many expected things to change after Vishal who was seen as a honest and innocent medical representive gets trageted. But nothing of that sorts happen and the entry of other Vishal character is expected to change the proceedings at least in the second half. However, the narration nosedives in the second half to a new low. The scenes featuring Vishal, Dushara Vijayan lack the emotional connect and looks mundane and the so called comedy with Thambi Ramaiah doesn't work.Things doesn't change in the second half and the so called flashback episode which is expected to take the film to next level is dragged to the core testing the patience of the viewers. The chemistry between Vishal and Anjali looked odd on screen and to the irritation of viewers, the pre climax and climax is dragged to the next level leaving people wonder when the film will end. An engineering student of Osmania University committed suicide on Saturday apparently due to the frustration over delay in the formation of Telangana State.
The deceased, identified as Bandaru Srinivas, was found hanging from a tree opposite the library building in the OU campus. Srinivas hailed from Mahabubnagar district. Police reportedly found a suicide note wherein he stated that he was depressed due to the delay in formation of Telangana State.
The OU Police later shifted the body to Gandhi Hospital mortuary where an autopsy was conducted.
TPJAC chairman Prof M Kodandaram, BJP State President G Kishan Reddy, TNGO leader Srinivas Goud and some other leaders visited the hospital to pay their last respects to Srinivas.
